Mr. Pinto has had an illustrious career in Indian Civil Service for over 3 decades. He was the Director General (DG) of Shipping and helped formulate the National Shipping Policy that encouraged private investments in the Indian Maritime Sector.
As Chairman of the Jawaharlal Nehru Port he was mainly responsible for the growth and investment in the port during his tenure. Mr. Pinto also served as the "Secretary" of the Shipping Ministry, and "Vice Chairman" of the Council of the IMO during his working years, before retirement.
Mr. Pinto has a Masters degree in Public Administration from Harvard University. His major assignments include being CEO of MIDC, MD of MSRTC, Chairman and MD of Handicrafts and Handlooms Export Corporation of India, Chairman of MSEB, Minister, (Economic) Embassy of India, Paris.
After his superannuation Mr. Pinto was asked to chair the Committee that prepared Maharashtra's case to be presented to the 12th Finance Commission. Later he was appointed Vice Chairman of the National Commission for Minorities in the rank of Union Minister of State.
